2018 downshifting

My truck has 16000 miles on it, and it downshifts hard at times. It doesn't happen that much but when I've been able to see it, seems like its because it is skipping 4th.

I understand the logic behind skipping over gears on the way up for maybe gas mileage sakes? But skipping them on the way back down seems counter intuitive to this.
