So you gain 15 hp and 10 ft-lbs over the stage 1 by going to the stage 2 with the 60mm garrett turbos. Sweet.

And +35hp and +28ft-lbs going Stage 3!

If I'm reading the tea leaves correctly, I think the biggest thing here is that they are CARB EO. Someone in California could order this kit and have a 650+ WHP capable setup with a CARB sticker, and just need a custom tune for normal use and flash back the Edlebrock tune when they head in for inspection.

California is a huge market that cannot be ignored, it just takes these larger companies with lots of capital to develop the kits and have them tested for CARB. Whipples 5.0 Superchargers are CARB and so is their Ecoboost tunes.

IIRC didn't Borla offer a 550HP upgrade kit that included real dual exhaust?

They were reselling the Borg Warner GT turbos for the Gen 1 motors. Not sure on the Gen 2's
