I jacked up the truck to put new shocks on and noticed it was very hard to spin the front tire. Haven't tried the other side. I did put new rotors and pads on a month ago.

Since the tire was of I decided to just pull the pads and no difference. Is it because I'm a 4x4? I hadn't thought of that initially.

Ya engine needs to be providing vacuum to the hub actuators for them to be held out.

Yep, what winchested said. Engine running in 2wd (in park of course), they should spin free. It's also a way to check if your IWE's are working correctly.
