usb and dc12v not charging phone.

so i have a 2019 f150 2.7 eco xlt sport 302a
my problem is while driving it will not charge my phone. I'm not even using it so its just on standby sitting in the front cubby bin below the radio.
i have tried all the outlets dc and USB and tried 2 different cables and even a wireless charger plugged into both dc and USB ports.
it just makes my galaxy s9 plus cycle on and off before finally not charging it at all.
seems like it either is a electrical short or honestly i don't know.
any ideas?

yup i tried them in my jeep and i also plugged them into ac power, i've tried aftermarket and i tried the charger that comes with the phone.
but it seems when i plug it into the truck it will start charging for 30 seconds then stop. then it basically intermediate charging on off on.
I'll try to plug the stock cord into the 110 outlet but i really don't want to have to do that just to charge a phone that is not even using much power.
I'd like to keep the charger hidden in the center console or cubby.

Yup that's similar to 1 i have also, i tried 2 different chargers like that, which also shows the current volts 13.6 and still wouldn't charge 100 percent of the time.
I'm going to try to buy a shorter cord and see if that may do it.
